Purpose of the Position

  • Under the direction of the BSFP Project Manager, the MEAL Officer will be responsible for all MEAL related activities including, but not limited to: monitoring progress on project indicators, elaboration of MEAL tools, conducting needs/market/process/post activity assessments and monitoring, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of as at point of need, monthly, bi-monthly, and quarterly reports.

Responsibilities
Under the management of the BSFP Project Manager:

  • Participate in planning and undertaking surveys, rapid assessments, as well as in the Monitoring, Evaluation, Accountability & Learning of the SHO programs’ activities.
  • Support the Food Security & Livelihood Manager in developing and strengthening monitoring, evaluation, accountability and learning procedures
  • Monitor dedicated project activities, expenditures and progress towards achieving the project output and outcomes
  • Recommend further improvement of the logical frame works and help develop monitoring and impact indicator for the programs’ successes
  • Provide feedback to the Program Manager on project strategies and activities
  • Report weekly, monthly, quarterly, half-yearly and annual progress on all project activities to the Program Managers
  • Provide inputs, information and statistics for quarterly, half-yearly, annual and other reports
  • Participate in annual project reviews and planning workshops and assist the Program Manager in preparing relevant reports
  • Assist the projects’ personnel with MEAL tools and in supporting them in their use
  • Support the Project Manager in the integration of MEAL activities into program.
  • Collect, analyze and report information on BSFP program activities.
  • Participate in ensuring timely and complete reporting from executing partners in accordance with approved reporting formats.
  • Collaborate in creating Monitoring, Evaluation, Accountability & Learning frameworks and participate in planning and undertaking surveys, rapid assessments, as well as in the Monitoring, Evaluation, Accountability & Learning of the program’s activities.
  • Prepare Monitoring, Evaluation, Accountability & Learning reports with statistics to regularly share the results and identify areas to improve.
  • Participate on behalf of SHO in appropriate technical meetings and conferences and perform other duties as delegated.

Essential Qualifications and Experience

  • Relevant professional experience of two (2) years, preferably in emergency and/or development context;
  • Prior experience working in MEAL
  • Prior experience or familiarity with NGO sector would be an advantage;
  • Good spoken and written English and relevant computer skills.
  • A high respect to client/organization confidentiality.

Summary

  • Under the supervision of the Protection Officer, the CFM Assistant is responsible for ensuring mechanisms are in place in all SHO project sites to strengthen the quality and accountability of the emergency program especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism.
  • The CFM assistant is also responsible for the provision of support to Food Security project to strengthen Food security activities in the field in accordance with SHO principles and ensures field activities are executed in an efficient manner.

Tasks and Main Responsibilities

  • Ensures complaints are received and handled following organizational guidelines.
  • Assists in conducting of individual interviews and beneficiary’s assessment
  • Supports the collection of information/data about all needs and concerns of the targeted population.
  • Supports in ensuring all committee and messages related to project are gender / protection sensitive.
  • Supports in ensuring complaints are properly managed (either individual or group); recorded, treated and appropriate feedback is accorded to the complainant maintaining strict protocols for confidentiality and consent.
  • Acts as focal point for the identification and referral of extremely vulnerable Individuals and People with Specific protection Needs for adequate assistance according to SHO pre-defined criteria.
  • Supports in conducting follow-up monitoring visits and ensures that needs have been met in an appropriate manner and beneficiary have the opportunity to provide feedback on the assistance received.
  • Supports in contributing to the establishment and maintenance of a referral pathway, respectful of the confidentiality principle and international SOPs.
  • Supports in preparing and timely submission of activity plans; daily, weekly and monthly reports to supervisor.
  • Provides constant feedback to supervisor on progress, lesson learnt, achievements and gaps, issues and problems.
  • Establishes and manages the complaint and feedback mechanism for the WFP project.
  • Receives complaints and feedback and respond to enquiries at the complaint desk at program sites.
  • Refers program-specific complaints to MEAL Officer for follow up.

Job Title: Assistant Finance Officer

Purpose of the Position

  • Under the direct supervision of the Finance Officer, the Roving Finance Assistant will oversee and manage all field transactions; petty cash reimbursement and coordinating payment to volunteers, preparing financial documentation and reporting all financial activities carried out in the field. In addition, S/he will take charge of reviewing payments, purchase request, reviewing financial records for accuracy, prepare bank reconciliations, and conduct cash counts. S/he will ensure the strict compliance to SHO’s internal regulations, financial policies and procedures.
  • In collaboration with Maiduguri finance officer, prepares the monthly visit plan and communicates it with the finance management for approval.
  • Partakes in periodic visits to the fields to manage financial issues in collaboration with the fields administrative/focal points.
  • Conducts periodic cash counting for the fields safe boxes and generates cash counting reports.
  • Follows up and closes the pending amounts of the fields’ staff.
  • Checks and collects the fields financial documents (invoices, receipts, attendance sheets…etc) and supply them to Maiduguri finance office for archiving and safe keeping.
  • Ensures integrity of all financial supporting documentation, proper filling and archive thereof to satisfy SHO regulations;
  • Supports the projects staff in any related financial issues like volunteers’ payments, casual workers, guards, housekeepers and ensures strict compliance in following appropriate payment documentation.
  • Carries out periodic checks for the logistics works in the fields and collaborates with the logistics staff for any needed financial support.
  • Carries out the cash movements from Maiduguri office to the fields according to the projects’ managers requirements and cash requirements forecast.
  • Registers the fields expenditures in the sub PN and reports his daily PN to Maiduguri Finance officer to check and consolidate.
  • Monitors the fields staff pending aging and liaise with them to close the pending in accordance to the specified maximum aging in SHO Control Model.
  • Controls and reports the fields fixed assets and reconcile the logistics inventory records with the actual existed assets in the fields
  • Assists the finance team in the monthly/yearly closing and projects financial closing

Position Requirements
Professional requirements:

  • Degree in Finance/Accounting/ Business Administration
  • Minimum 2 years finance/Accounting experience in multinational working environment
  • Minimum 1-year experience with recognized NGO

Personal Requirements:

  • Good Reporting and analysis skills
  • Manage and organize information systems, establish and maintain filing systems
  • Strong interpersonal and team-building skills and excellence as a team player
  • Excellent command of English and local language oral and written.
  • Background/familiarity with Emergency.

Job Title: Wireless Network Planning Optimization Engineer

Location: Lagos, Nigeria

Responsibilities

  • Planning and optimization engineer (eLTE) is responsible for overseeing the design, deployment, and optimization of LTE networks. Managing the design phase will include overseeing pre-deployment equipment analysis, technology assessment, radio network planning, access planning, and interference analysis, demand planning, test and measurement of the equipment, and interfacing with the market development team.
  • In the optimization stage, main tasks are to supervise optimal network performance, KPI and network statistics analysis, and parameter optimization. The individual will typically oversee and guide the work of RF and optimization Engineers, in charge of managing the day to day operations of the projects, and interface with Technical Director and Project Manager. The Optimization Engineer (eLTE) will answer technical questions as well as day to day operational questions.

Qualification and Experience

  •  HCIP-LTE certification is preferred.
  • Bachelor’s Degree or above in Wireless, Radio Transmission, Antenna, Communications and Electronics, or related fields.
  • Proficient knowledge of mobile communications and principles of LTE products, signaling flow and protocols, electromagnetic theory, radio transmission, antenna system, etc.
  • Ability to implement and supervise optimization project. Person who has relative project experience is preferred.
  • Over 3 years of experience in radio network planning and optimization is preferred.
  • Fluency in English and has potential to become a team lead for NPO.
  • Customer oriented approach and good negotiation skills.
  • Good verbal and communication skills

Skills:

  •  Perform the following RF network design, planning and optimization activities as required.
  • Fully proficient in set-up, calibration, utilization, and data post processing of drive-test hardware and software products.
  • Comprehensive understanding of RF channel environment (fast fading, slow fading, time dispersion, scattering, diffraction, wave length/frequency dependence, etc.) and proper prediction model selection (Okomura, Hata, COST231, etc.) and their key parameters calibration for various frequencies.
  • Good knowledge of system topology and air interface parameters of LTE.
  • Understanding of system topology and air interface parameters of LTE.
  • Good knowledge of Huawei equipment.
  • Knowledge of system features and parameters for optimal network performance.
  • Analyze network performance reports and good understanding of KPIs.
  • Carry out optimization techniques (proper antenna selection for optimal horizontal/vertical performance, mechanical/electrical tilting, appropriate transmit power setting, antenna clearance, neighbor list analysis, etc.) for optimal site/cluster performance.
  • Good understanding of antenna theory (aperture, gain, beam width, dipole vs. isotropic), antenna performance (return loss, impedance matching, etc.), and engineering tools (spectrum analyzer, site master, etc.)
  • Perform link budget, design criteria and traffic analysis.

Job Title: Data Manager, Breeding

Job Description

  • IITA seeks a highly-motivated Data Manager with significant experience in working with crop improvement programs.
  • This position will report to the Head of Breeding, IITA and will also regularly review progress with staff of the Excellence in Breeding platform.

Position Responsibilities

  • Work with IITA plant breeders and the Excellence in Breeding (EiB) platform in the modernisation of breeding programmes for enhanced genetic gain, particularly with respect to the deployment and adoption of breeding data management systems and digitization tools.
  • Help in the development and implementation of a strategic plan for adoption of software, digitization and standardized protocols for IITA, West Africa and key national partners.
  • Contribute to developing and reporting relevant performance metrics / KPIs for adoption of the breeding systems at IITA together with EiB.
  • Continuously improve the adoption of software tools and processes, to identify gaps to adoption and work with breeding programs and Excellence in Breeding to resolve gaps.
  • Contribute to improvement plans for individual crops and to institutional arrangements in support of plant breeding.
  • Coordinate curation for maize and other crop breeding data to enable adoption of EBS.
  • Liaise with Biometrics and IT teams for specific user requirements and support.
  • Coordinate the standardisation of phenotypic, genotypic, genealogy data, protocols and relevant metadata.
  • Perform other job-related duties as may be assigned by the supervisor.

Educational Qualifications

  • The candidate should have M.Sc. in Information Systems, Data Science, Plant Breeding or related quantitative area of science (PhD preferable).

Core Competencies:

  • Significant experience (5 years) working as part of crop improvement teams in the public or private sector.
  • Experience in Continuous Improvement projects.
  • Experience with Project Management.
  • Ability to influence colleagues outside of a formal management structure/in a matrixed organisation.
  • Fluency in written and spoken English. Some knowledge of French would be an advantage.
  • Ability to work well across disciplines and in a multicultural environment.
  • Considerable experience of using and developing modern informatics tools for plant breeding.
  • Considerable experience in managing data from high throughput technologies used in plant breeding (molecular and phenotyping).
  • Experience of the implementation of relevant software solutions.

Remuneration
IITA offers an internationally competitive remuneration package paid in US Dollars.
